The Fan On The Unit Outside Is Running All The Time

When the central air conditioning unit is on the unit outside runs all the time. when the indoor unit stops running the fan outside stays on. any ideas what can cause this?

i am assuming it is running. the system cools. but the fan outside runs even when the unit inside isnt

Yes, it possible the relay is bad. Do you know if your compressor also running?
