The condenser fan sucks air instead of blowing it out.

I have an arcoaire unit performance max 14 36000 btu's on the condenser unit the fan sucks air in instead of blowing it out is this right,I thought all ac units blew air out if I switch the wires on the capacitor it runs blowing air out but makes a funny noise like a power surge is going thru it.any help is appreciated
