Ruud Air Conditioner Unit Will Not Run

Air conditioner Unit does not start. Line voltage good, good control voltage to unit. If I jumper out one of the switches it starts.

It is on large line coming of the compressor to the house. I think it is a low pressure switch. There is also a high pressure switch in series after the first switch.

If this is a low pressure switch will it hurt the air conditioning unit to run if charge is low or out completely?
