Outdoor unit does not turn on

I just moved into a new place. When I turn the thermostat on for the central air conditioning unit, the indoor blower is all that works.

It is a Tempstar 5000 High Efficiency, model no. ca5530vkd1.

I checked the fuses and they are good.

Coil only lasted 6 years

The central ac coil(inside the house) started leaking after just 6 years of use. Not just leaking a little but we were losing all of our refrigerant within a week.

When the technician inspected it he found many holes. There are way too many welds in this unit for it to last. The coil on my mother and father's house lasted 20+ years before there was a leak.

check the capacitor outside in the unit.. if it looks like a frozen soda can (bulging) then the capacitor is bad.
