Loud metallic scraping noise coming from the outside unit.

We cleared a plastic bag that had wrapped around the column of the fan but when the a/c is turned on the loud scraping noise comes on and then turns into a very loud screeching high pitched whine. We oiled everywhere we could with wd 40 yet still the screeching.
