Have you found out what it was? Mine does the same thing.
Furnace inside is running, but all I get outside is a grrr like it wants to start, but it can't.
I'm also in a watt savers program. Turned my central air unit off today because we worked with chemicals inside, then when I wanted to turn it on I noticed it wouldn't cool the house. Checked thermo and it read that it was in recovery mode.
Went outside and heard the unit growling, so I know there is power to it, but its not turning over and fan is not turning. Fan spinns freely and top of casing was hot. I kept it off all day. Now at 11pm still won't turn.

Your question is confusing. You said the compressor does run and the next thing you said the entire outdoor unit does not run. The compressor is within the condenser units by the way.
Basically, your condenser fan does not work. You should call your local technician to look at it.

Yes, the compressor is running. Well, inside the house so the fan is running, but the whole unit on the outside is not running at all. This has never happened before. I've never had trouble until I joined an energy saver program. Now I can't get it to run; just the fan in the house comes on, never the actual unit.

The condenser fan supposed to rotate whenever you turn the air conditioner on cooling mode (regular air conditioner units).
No, it not supposes to spin if it not on cooling mode. Is this regular central air conditioner units or heat pump?
The main purpose of the condenser fan is to help dissipate the heat from the condenser coils. If the condenser fan is not rotating, you either don’t have power to it, the capacitor ruin or the condenser fan motor need to been replace. There could be a lot thing. Is your compressor running?
