Exhaust Fan

I have noticed the exhaust fan has not been on and i notice them often. Upstairs is working and the outside fan cycles, but the down stairs unit blows hot not cool.

Since I have not noticed the outside fan kicking on and it is the unit that does not cool, is that probably a capacitor. How to properly change out please.
