Central air conditioner units cycle on and off while cooling

My central ac system continually turns on and off when cooling. I had changed the thermostat but it still goes on and off. The system does cool but it is annoying to listen to it.

Your central air conditioner unit is in cooling mode. It cools the house, but it turns On and Off while cooling.

What is turning On and Off? Is it the outdoor units or the indoor units?
