AC kicking on every 5 minutes and runs for 2 minutes!

This is a brand new 13 seer central ac units and new 3 ton air handler. When set on 74 degrees it kicks on every 5 minutes and runs for about 2 or 3 minutes then kicks off for 5 minutes and does this continually.

When setting the thermostat up to 75 it kicks on every 15 minutes and runs for 2 or 3 minutes is this normal. At 75 degrees on thermostat my instant read thermometer is reading 80 degrees sitting in my room. Thanks for any help you can provide me any ideas are greatly appreciated...
